Does progress need destruction?

In Groningen at the very last something seems to be done with the CiBoGa terrain.
This ideally located place was to be reshapen into a "very near the center" living possibility. But local government and the projectdevelopers failed dramatically in their intentions, which we were told were true.
And always this feeling: destroy before creation.
